Within the ExternE project series funded by the EC a methodology for assessing external costs of energy use has been developed during the previous decade. It is now widely accepted and used. During the last years a number of improvements have been made, of which many of the users and stakeholders are not yet aware.
The European Commission is therefore funding the DIEM project as an accompanying measure under the 5th framework programme. The main objective of this DIEM workshop that took place in Brussels on 10th March 2004 has been to inform the most important European stakeholders on the currently best way to estimate external costs of electricity and transport with a common harmonized European methodology. The major sources for discussion and uncertainty - dose-response functions and monetary values - were recently discussed with major experts in these fields. The workshop particularly focussed on topics relevant to stakeholders and federations in the field of power generation and transportation. The workshop also provided a forum for discussing expectations and reservations, practical difficulties in applications or with the acceptance of the methodology. The final goal has been to make the ExternE methodology more accessible and making its strengths and possibilities in the line of stakeholders' work more apparent. |
